Wind energy in Brazil could increase capacity by 1GW
annually in the next 10 years, according to Lauro Fiuza Jr, president of
Brazil's wind energy association ABEEólica.
He believes the Brazilian government needs to come up with a long-term
wind power program for that to happen.

The
Peruvian alternative energy company Iberoperuana Inversiones SAC has
started construction on a 240 megawatt
wind energy farm. It is Peru’s
first major wind and renewable energy project.
Iberoperuana Inversiones plans to invest $240 million in the farm,
which is projected to provide clean electricity for an estimated 80,000
families in Peru’s
southern desert region of Paracas.

Record-breaking fuel costs have pushed the
Caribbean Utilities Company (CUC) to consider the possibility of harvesting
wind power in the Cayman Islands. CUC is
seeking experienced and qualified wind-generation companies worldwide to look
at investing in windmill infrastructure capable of producing up to 10 megawatts
or about 13 percent of Cayman’s current generation capacity.

The Brazilian government is considering holding an auction of
wind-energy licenses this year or next, according to Energy Minister Edison
Loboa. Companies are interested in developing wind-energy projects in the
regions of Ceara, Piaui, Rio Grande do Norte, Rio Grande do Sul and Espirito
Santo, as well as offshore, according to the Agencia Estado.

and Ridge Partners have teamed to develop 600 MWs of utility class wind energy in the Caribbean and Latin America.
The Caribbean NACEL Energy President, Brian Lavery, stated: "Ridge
Partners has significant land holdings and a long track record developing
infrastructure projects in the Caribbean and Latin America
dating back to 1990. and Latin American wind power
generation projects will enable the companies to participate in the global
carbon offset market, providing an additional revenue stream.

April 29 to discuss opportunities to increase wind generation, Lauro Fiuza,

staff Dilma Rousseff, who was always skeptical of wind power for cost reasons

The Dominican ministry of Environment
awarded licenses for the construction of three wind parks that could produce up
to 190MW of energy. According to
Environmental Minister Omar Ramirez, the parks will be built in Bani, Oviedo and Montecristi.
The Dominican Republic,
he added, is the third country in the region and seventh in the world to take
part in the Clean Development Mechanism project.

Brazil
will attract at least $5.8 billion of investment in wind-energy projects in the
Ceara and Rio Grande
do Norte regions in the next two years, O Estado de S. Paulo reported, citing
Ceara Development Agency President Antonio Balhmann. New wind parks will be built this year and
next in both regions of northern Brazil, the newspaper said on its
Web site, citing Balhmann. A wind-turbine factory and two plants to make towers
for the turbines are also being constructed in northeastern Brazil,
according to Estado.

Peru granted a temporary concession for the construction of
Las Lomas Wind Farm. The park is to be built for the study of wind energy and
will have a 240 MW capacity. It was reported that wind studies would be
performed for two years in the city of Huacho, approximately 148 km north of
the city of Lima as well as in Chancay, also to the north of the city. The concessionaire is obligated to respect
technical and security regulations, protecting the environment and making sure
surrounding areas are not damaged.

The German government pledged up to US$126 million to fund
Chilean research into renewable energy.
The Chilean minister of energy, Marcelo Tokman, announced the
agreement this month. Tokman also formally accepted an invitation
for Chile to become one of the founder countries of the new International
Renewable Energy Agency (IRENA). IRENA — an initiative led by Germany — aims to
promote the use of renewable energy sources such as solar energy, wind power,
regenerative biomass, wave and tidal power worldwide.

installation of 100 wind measurement stations to measuring wind 154 feet above
ground in 32 regions, Basic Industry Ministry technical director Juan M. Presa
explained on Tuesday. At a Havana meeting on renewable energy with Cuban and
German experts, Presa gave detailed information on the contribution of this
alternative energy to counteract climate changes and its importance with the
exhaustion of fossil fuels due to the consumerism and waste of the

Brazilian renewable power company Bioenergy aims to invest
2.12bn reais (US$1.05bn) to build four wind farms in the country's northeast,
said company president Sérgio Marques. Specifically, the company wants to
develop 530MW through four projects: Porto dos Ventos (120MW), Lagoa dos Ventos
(90MW), Miassaba (70MW) and Rei dos Ventos (250MW). ei dos Ventos will be
the world's biggest wind farm in terms of installed capacity when it reaches
full capacity, he said.

California's DeWind said today it received an order from the
U.K.'s Seawind International for an additional five turbines for a project in
Chile. DeWind is a unit of Composite Technology. The 20 megawatt project will
now have a total of 10 D8 2 MW DeWind turbines. Seawind made its initial order
in June. "The extension of this project confirms Chile's status as an
emerging market for windpower," said Seawind managing director Tim
Adams.

Barrick Gold Corporation plans to invest approximately US$68
million in projects that will harness the advantages of clean energy and
enhance existing power infrastructure in Chile and Tanzania. In Chile, Barrick has today submitted a
proposal to national environmental authorities to build a US$40 million wind
farm, located in the Punta Colorada area of La Higuera, Coquimbo Region. The
Punta Colorada wind farm project will feature 10 state-of-the-art wind turbines
and contribute up to 20 megawatts of energy to Chile's national power grid.

in Portugal, may consider acquisitions in Brazil as it tries to increase
generation capacity in Latin America's largest economy. "Our priority is to grow in
generation," Chief Executive Officer Antonio Mexia. "The second priority would be wind
power, although there still isn't a sufficiently attractive framework. Brazil
has unique conditions for wind energy." EDP is hiring banks to study new
investments abroad, the chief executive said.

The director of the Cuban Electric Union's Wind Engineering Group, Eduardo
Sante Fernandez, said Cuba expects to generate more than 11.5 MW from wind
power in 2008. The Cuban government, which is conducting a feasibility study on
the use of wind power generation, has already created an eolian map identifying
the energy potential of wind across the island. With this guide, the placement
of additional wind farms can be appropriately located. In 11 of the country's 14 provinces there
also exist 92 eolian prospecting stations.

Mexico promised to plant 250 million trees this year and get
aging trucks and buses off the roads in a plan to fight global warming launched
on Friday, but did not set clear greenhouse gas emissions targets. President Felipe Calderon, handing out trees
at a ceremony to promote his national climate change strategy, said there would
be cleaner gasoline, more wind energy and more use of solar power in houses,
especially in Mexico's sun-baked north.
